{ Description } Fully implemented templating, which takes care of cacheing of layout on display page.
Design page caches information in hidden fields - accessed with js.

Individual blocks will handle cacheing in their own way. Global blocks can cache in the same way that homepage blocks do. Config blocks only require 1db query for all on blocks on the page. Extra cacheing isn't going to improve this.
